AGREEMENT NUMBER MSMH/JCCO/PM/027/2025
WHEREBY THE ADMINISTRATIVE ACTIVITIES OF THE HONORABLE CONSTITUTIONAL CITY COUNCIL OF SANTA MARÍA HUATULCO, POCHUTLA DISTRICT, OAXACA, ARE PROVISIONALLY SUSPENDED DUE TO THE CLIMATOLOGICAL EMERGENCY CAUSED BY HURRICANE “ERICK”.
In exercise of the powers conferred upon me by articles 115 of the Political Constitution of the United Mexican States; 113 of the Political Constitution of the Free and Sovereign State of Oaxaca; 1, 2, 43, first paragraph, section A), fraction I; section F), fraction V; 68, first paragraph, fraction I; and 160 of the Municipal Organic Law of the State of Oaxaca; as well as articles 1, 2, 59, first paragraph, fraction I, and 143 of the Police and Government Ordinance of the Municipality of Santa María Huatulco, Oaxaca, and:
CONSIDERING:
FIRST: That according to information issued by the National Meteorological Service, Tropical Storm "Erick" has evolved and in the coming hours could intensify to Category 2 Hurricane, with torrential rains, strong winds, landslides, and damage to the urban and rural infrastructure of the municipality foreseen.
SECOND: That, derived from the Permanent Session of the Municipal Civil Protection Council, and in attention to the principle of prevention and safeguarding of the life and physical integrity of the population, it is necessary to provisionally suspend administrative activities in the H. Constitutional City Council of Santa María Huatulco, to concentrate all material and human resources on civil protection actions and disaster response.
THIRD: That in accordance with the principle of institutional continuity and protection of essential services, it is necessary to establish measures not to interrupt basic public services, especially those related to security, health, civil protection, drinking water, waste collection, and emergency care.
In view of the foregoing, the present is issued:
AGREEMENT:
FIRST. The ordinary administrative and operational activities of the H. Constitutional City Council of Santa María Huatulco, Oaxaca, are provisionally suspended from June 17, 2025, until June 23, 2025, except for those necessary to address the emergency and guarantee the provision of essential public services.
SECOND. Priority operational areas such as Municipal Public Security, Civil Protection, Municipal Health Services, Cleaning, and Drinking Water, must continue to operate uninterruptedly, under the coordination of the Municipal Presidency and the Municipal Civil Protection Council.
THIRD. The heads of administrative areas are instructed to organize their teams in rotating shifts, in order to support the following priority actions:
Enabling temporary shelters in municipal public spaces previously identified as safe.
Preventive evacuation in risk areas and assistance to vulnerable populations.
Distribution of supplies, food, and drinking water in shelters and affected communities.
Dredging, cleaning, and clearing of roads, canals, and natural waterways to prevent flooding.
Immediate response to citizen emergency calls.
Dissemination of official alerts and recommendations issued by Municipal and State Civil Protection.
FOURTH. Essential administrative functions such as urgent procedures, contractual payments, or necessary management for the operation of the City Council, may be handled exceptionally through digital or restricted in-person mechanisms, as authorized by the Municipal Secretariat and the Treasury, with prior approval from the Presidency.
FIFTH. It is ordered to immediately publicize this Agreement on the bulletin boards of the Municipal Palace, official social networks, local media, and, if possible, through public address systems, to ensure general awareness.
SIXTH. Notify the H. Cabildo of this Agreement for their knowledge, as well as the State Civil Protection Coordination, in order to establish coordinated actions within the framework of the emergency.
SOLE TRANSITORY. This Agreement enters into force on the day of its issuance, and may be extended if meteorological conditions or their effects warrant it, following a technical assessment by the Municipal Civil Protection Council.
